Scummvm-Builder is a tool that creates LiveArea Bubbles on Windows 10 for the PS Vita.

Simply follow these steps:

1) Download the required images (Supported formats: jpg, jpeg, bmp, png, jfif, tiff)
2) Place them into the Input folder
3) Name as: bg, icon0, startup
4) Run zz-ScummVM-Builder.bat
5) Select Image Converter and wait until finished
6) Select Create VPK
7) Name, Title ID, Game ID (Please review ux0:data/scummvm/scummvm.ini file) and enter Folder to desired game
8) VPK will then generate in VPK folder
9) Transfer and install to the Vita.
