Install on your 3DS
Method 1Scan the QR code
With 3dsDL (Scan QR Code). Then open the .zip in 3dsDL's Files and extract it where the release notes say.
Method 2Send it to your 3DS
Open 3dsDL › Receive on the same Wi-Fi, then press:

About SpecializeMii
Special Miis wear gold pants and set off special events in some software, Mii Plaza being one. Normally only Miis from Nintendo get that status. SpecializeMii sets it on any Mii in your Mii Maker database.
It writes to the Mii database in shared extdata. The author doesn't think it can do any harm, but asks you to make a backup first. Hold X while it starts and it writes one to the SD card as <date>_CFL_DB.dat, or back up extdata archive 0xf000000b with a save manager like JKSM.
