With FBI (Remote Install › Scan QR Code) or 3dsDL (Scan QR Code). Either one installs it.

Open 3dsDL › Receive on the same Wi-Fi, then press:

From your SD card: copy Meteo3DS.3dsx into /3ds/ and start it from the Homebrew Launcher.

About Meteo3DS
Open-Meteo needs no API key and works over plain HTTP, so the 3DS's out-of-date certificates don't get in the way. On first launch it works out where you are from your IP.
There are five tabs. Today has temperature, feels-like, humidity, wind, rain and UV. Hourly is a temperature graph with rain bars. 7 Days is the week ahead. Air shows the European AQI, PM2.5 and PM10, and grass, birch and mugwort pollen. Cities holds up to six places, added by search or by IP.
English or German comes from the console language and can be changed in Settings, along with °C or °F and km/h or m/s. Settings and cities are saved in sdmc:/3ds/Meteo3DS/config.json.
- Touch, L or R: switch tabs
- D-Pad left and right: change city
- X: refresh
- Y: search for a city
- Select: settings
- Start: quit
