About IP-Cam Viewer
Works only with IP Webcam or IP Webcam Pro on an Android device, over Wi-Fi. The author recommends setting the phone app to 320x240. Higher works but isn't needed, and the top screen shows the same 320x240 picture.
You can turn the phone's torch on from the 3DS if it has one. Select swaps the byte order for what the author calls LSD or Mushroom mode, a scrambled-colour picture. X fires the flash, but that can hang the first time, and it may fail again after a reboot.
It's a beta (0.1) that grew out of a proof of concept, and the author warns of minor bugs and the odd crash.
