With 3dsDL (Scan QR Code). Then open the .zip in 3dsDL's Files and extract it where the release notes say.
Method 2Send it to your 3DS
Open 3dsDL › Receive on the same Wi-Fi, then press:

About OpenSyobon3DS
You pick levels from a menu on the bottom screen, by touch or with the D-Pad and A. They unlock as you finish them. L+R+Start in the menu unlocks the lot, but levels you finish after that aren't saved.
- Left and Right: move
- A or Up: jump
- B: run
- Select: die on purpose
- Start: back to the level menu
- Select+Start: quit
Progress is saved in /3ds/OpenSyobon3DS. In the CIA build the music keeps playing after you go to the Home Menu.
