About Luma Locale Region Auto Setter
It needs Luma 7.0 or newer with Enable game patching turned on in the Luma config (hold Select at boot). On first launch it writes a code.ips to find out if game patching is on. The .3dsx always reports it as off. Press A to create any locale files you're missing.
If the CIA says patching is off and you know it's on, an older version may have left a code.ips in /luma/titles/0004000005445000/. Delete it, or ignore the message.
