About homebrew_launcher_dummy

Install the CIA and you get a Homebrew Launcher icon on the HOME Menu, with its own banner, icon and logo. When Luma3DS is set up for it, opening it starts the Homebrew Launcher. If it isn't, all you see is a screen of instructions for setting it up. The author says the code is a bit old but does its job.
