Install on your 3DS
Method 1Scan the QR code
With FBI (Remote Install › Scan QR Code) or 3dsDL (Scan QR Code). Either one installs it.
Method 2Send it to your 3DS
Open 3dsDL › Receive on the same Wi-Fi, then press:

From your SD card: copy CTGP7SaveTransfer.3dsx into /3ds/ and start it from the Homebrew Launcher.
Send can't find your 3DS? Type the address 3dsDL shows on Receive, then press Send.

About CTGP7-SaveTransfer
Works in both directions, so you can carry your progress into the CTGP-7 mod or take it back to the plain game. Cartridge and digital copies of Mario Kart 7 both work, from any region.
You choose what goes across. Statistics such as VR and the Mario Kart Channel numbers can stay behind, and so can Time Trial data. Ghosts can be picked one at a time, though only the ones on the original tracks are copied, never the custom ones.
