Install on your 3DS
Method 1Scan the QR code
With FBI (Remote Install › Scan QR Code) or 3dsDL (Scan QR Code). Either one installs it.
Method 2Send it to your 3DS
Open 3dsDL › Receive on the same Wi-Fi, then press:

From your SD card: copy CIA-Installer.3dsx into /3ds/ and start it from the Homebrew Launcher.
Send can't find your 3DS? Type the address 3dsDL shows on Receive, then press Send.

About CIA Installer
Browse the SD card, pick a CIA and install it, keeping the file or deleting it afterwards. Queue up several to go in one run, or type in a direct URL to install from the web. The file browser is based on 3DES and the error code messages come from FBI.
Don't use the CIA build to reinstall itself. The author says it won't work properly. The .3dsx build can do it.
