Install on your 3DS
Method 1Scan the QR code
With FBI (Remote Install › Scan QR Code) or 3dsDL (Scan QR Code). Either one installs it.
Method 2Send it to your 3DS
Open 3dsDL › Receive on the same Wi-Fi, then press:

From your SD card: copy 3DWEB.3dsx into /3ds/ and start it from the Homebrew Launcher.
Send can't find your 3DS? Type the address 3dsDL shows on Receive, then press Send.

About 3DWEB
On start it makes a Websites folder on the SD card with an index.html in it. Put your own files there and they won't be overwritten.
/sdcard/ returns any file on the SD card, /system/exit closes the app and /system/reboot restarts the console. /crypt/ does AES encryption and decryption with the console's own AES. /readmem/ and /writemem/ read and write system memory, and the author says you're more likely to crash your 3DS with them.
Files go out as text/html for now. Proper types for PNG, JPEG and the rest are still to come. It carries on from dimaguy's 3ds-httpd.
